I thought this was interesting & timely, since reading about this in Freakonomics. And, really sad!

I'm not surprised.
Teachers make up such a huge number of people that there are just bound to be a percentage of them without integrity. You can't have a work force of millions and each of those people be honest, hard-working, responsible people. What IS shocking is how difficult it is to fire teachers that are not up to standard.
